INFFER assessment of the Lake Connewarre Wetland Complex
The Corangamite Catchment Management Authority engaged RMCG to conduct an INFFER assessment of the Lake Connewarre Wetland Complex. INFFER, which stands for Investment Framework For Environmental Resources, is an investment planning and prioritising tool. It is being used across Australia to improve planning of natural resources management (NRM) projects. In Victoria the Department of Sustainability and Environment considers it one of the key planning tools for NRM investment. The Australian Government’s Caring for Our Country program has also highlighted its role in planning NRM projects.
INFFER has been used a handful of times in Victoria and this project represented an important example of applying it to a critical regional asset. RMCG has both training and experience in using INFFER.
The Lake Connewarre Wetland Complex is a set of fresh and saltwater lakes and wetlands on the Barwon River, between Geelong and the seaside town of Barwon Heads. It is very important to the local community for its scenery and recreational uses. It is nationally and internationally recognised (as a Ramsar wetland) because of its critical importance for migratory shorebirds and for locally endangered species including the Orange-bellied Parrot.
RMCG managed the INFFER assessment of the Complex, working closely with technical experts, community members and agencies. The process required close examination of the system, its threats and how those threats can be managed. We also analysed the costs of managing those threats and considered whether the land managers involved would adopt the required actions.
The products of this work, a project report and the INFFER Project Assessment Form, form the main content of investment business case for the CMA to pursue.
